There has been a change in the regulations governing the issuance of the Electronic Student ID (ELS – elektroniczna legitymacja studencka). As a result, the following updates apply:
1. Effective July 1, 2025, the mStudent ID will be available through the mCitizen app (mLegitymacja studencka w aplikacji mObywatel) as a fully recognized form of student identification for all individuals with a PESEL number. This means applicants no longer need to submit a separate application for the ELS or pay the associated fee (in addition to other required documents). However, students will still have the option to receive the traditional electronic student ID, but only upon request and for a fee (as was the case previously). The absence of an application or fee payment for the ELS will no longer result in an incomplete application.
2. For individuals without a PESEL number, the classic student ID will be issued. This group will be required to submit a printed application for the ID from the IRK system, along with proof of payment. In this case, the lack of an application or fee payment for the issuance of the ELS will still be considered an incomplete application.
3. The application for the ELS can be downloaded from the IRK system.
4. Starting October 1, 2025, universities will be required to issue the mStudent ID to all students who have a PESEL number.
5. The existing ELS will remain valid until its expiration date, in accordance with previous regulations.
Students with a PESEL number who choose not to receive the ELS in the form of a plastic card should be informed that this change is due to legal amendments. They may request a refund of the fee paid. Further instructions on how to apply for the refund will be shared at a later date through student email accounts or the USOS system.
